Sir Markend of Gillrest

Sir Markend of Gillrest is the Officer in Charge of Protocol in the Artists' district. A post created originally at Princess Flora's instigation, with far too much power over things in said district, the OCP has the power (among others) to halt any investigation which is shown to have violated protocol.

Markend is a snobbish, well-oiled and -waxed man, black haired and mustached, always impeccably dressed, and a stickler for accuracy who is known for erring on the side of the artist, knowing why his post was created. A Prince Eric supporter and a royalty buff, he is known to peruse any new display in the district containing works by or about them, and is thus often out and about in the precinct wearing full dress uniform, showing up back in his office seemingly knowing he'll find something out of line that must be stopped.

Another important responsibility of his is as official registrar of heraldry for the district. Among other things, this means that when the police of the district are dealing with forces they don't recognize, Markend is often called in to make identifications, or introductions if necessary.
